Philip Pardey is a native of Australia. In early 2002 he joined the Department of Applied Economics, University of Minnesota as Professor of Science and Technology Policy and directs the University of Minnesota's International Science and Technology Practice and Policy (InSTePP) center. Prior to that Philip was a senior research fellow at the International Food Policy Research Institute, Washington D.C., (one of the 15 international research centers that form the Consultative Group on Agricultural Research, CGIAR) where he led the institute's Science and Technology Policy Program. He is a graduate of the University of Adelaide, Australia, and obtained a doctoral degree in agricultural economics from the University of Minnesota in 1986. Before joining IFPRI in 1994 he was a senior research officer at the International Service for National Agricultural Research in The Hague, Netherlands.

His research deals with the finance and conduct of R&D globally, methods for assessing the economic impacts of research, and the economic and policy (especially intellectual property) aspects of genetic resources and the biosciences. He is a Fellow of the American Agricultural Economic Association and a Distinguished Fellow of the Australian Agricultural and Resource Economics Society.
